A government is responsible for creating and maintaining the rules of society, defense, foreign policy, economy, and public services. Government activity is the activity associated with a state’s function of creating value for its citizens. Good governance requires good government, i.e., efficient public service and efficient, more productive, transparent, and responsive public service bodies. A country’s constitution is its government’s highest legal policy document. It also incorporates the Declaration of the Rights of People under the Law.
